I have the honour to inform Your Excellancy that under
the powers conferred by Section 2 of Ordinance No. 8 of 1898 the immigration of Chinese from Maoso to Hongkong has been
prohibited.
I have heard with regret of the serious outbreak of Cholera and entrio fever which has taken place at Macao, and in view of the fact that Hongkong is at present much overcrowded with refugees from the Kwangtung Frovince the risk of an epidemic of cholers made it imperative to prevent Shinees entering the Colony.
if arrangements can be ends for the quarantine of passengers from Haoso it may be possible to remove the prohibition at no very distant date.
I have to bring to Your Excellency's notice that although under Article 1 of the International Sanitary Convention, signed at Paris on the 17th. of January, 1912, to which Portug1 is a signatory, it is provided that every Goveranent must immediately notify to the other Governments the first recogaised ouse of Cholers found in its territory, no notification of the existance of a cholkra at Veodo was made to this Government until the 18th. instant when the telegram of which a copy is attached vas received in reply to the Colonial secretary's enquiry of the 14th. instant copy of which is also enclosed.
